Office of Information Technology Purpose Statement
SLCC provides integrated, flexible, secure and dependable technology insuring anytime/anywhere access for students, faculty, staff, and the community that enhances instructional quality and helps the SLCC community to meet its goals.
Office of Information Technology Goals
Goal 1 - Support faculty, staff, and student success
1. Objective: Create and augment technology training and marketing
OIT Strategies
- Continue to Develop Online and In-Person Training.
- Orient all incoming students, faculty and staff to IT services and support.
- Organize, package and market available technologies, services and products to students, faculty and staff.
2. Objective: Build mature development processes and standards
OIT Strategies
- Implement applications built with responsive technology.
- Move SLCC to a portal based on responsive technologies and is more ADA compliant.
- Build Business Process Analysis Capability.
- Direct development toward low code (rapid development), and framework based/Vendor supported applications rather than full application development where possible.
- Improve development lifecycle management by implementing agile and devops techniques where applicable.
- Hold “Post Project Reviews” with stakeholders to identify opportunities for improvement in our software projects.
3. Objective: Provide Innovative Classroom Technology, Video Conferencing, and Digital Signage
OIT Strategies
- Implement Wireless Presentation capabilities in SLCC Classrooms / Conference Rooms.
- Partner with Faculty Senate on Classroom Technologies.
- Promote adoption of lecture capture.
- Expand availability and training of video conferencing solutions both for staff functions and for teaching.
- Provide and grow robust digital signage system capable of meeting interdepartmental needs along with college-wide notifications.
- Create a video & audio production studio to facilitate e-learning opportunities and integrate with emerging technology (streaming, game education, etc.) to encourage student enrollment and transfer prospects.
4. Objective: Provide centralized online and phone support
OIT Strategies
- Bring all contact under one phone number or one web page with tiered support.
- Standardize ticketing system usage across SLCC service organizations.
- Increase Self-Service to 10% of tickets by end of 2022, 25% of tickets by 2025.
- Leverage Virtual Agent Functionality.
5. Objective: Increase institutional collaboration and knowledge sharing

- Implement a robust Intranet System
- Continue to develop a knowledge article library to communicate procedures, best practices, and strategies pertaining to information technology.
6. Objective: Increase the analytics and decision support by effectively integrating applications and data infrastructure
OIT Strategies
- Form an integration team to design and implement integration standards, tools, and processes focusing on industry standard integration methods such as APIs and events messaging.
Goal 2 - Strengthen IT Governance
1. Objective: Purchase vendor developed and supported software solutions limiting internal development to single purpose applications and integration
OIT Strategies
- Chair and conduct Technology Review Council (TRC) meetings to review technology projects coming from the President’s Cabinet to ensure strong integrations, reduce duplication, the implementation of software that uses best industry standards.
- Keep knowledge current on technologies available for higher education solutions.
2. Objective: Integrate systems data to support reporting and analytics
OIT Strategies
- Chair and conduct Technology Review Council (TRC) meetings to review technology projects coming from the President’s Cabinet.
- Support Data Governance Council initiatives by continuing to seat OIT representatives on the Council.
- Organize a project management group within IT.
- Where appropriate follow Industry standards and best practices for selecting and implementing software solutions.
Goal 3 - Protect privacy of SLCC Constituents and effectively manage the security of information systems
1. Objective: Improve Organizational Security and Privacy Culture
OIT Strategies
- Maintain a Security Policy.
- Maintain relevant/appropriate mandatory security training for all employees.
- Formalize a framework for risk assessment using ISO 290001 or SANS Top 18.
- Expand vendor supported multifactor authentication including biometrics to all appropriate systems.
- Expand password management utilization and best practices.
- Continue to participate in USHE shared services (audits).
- Implement always-on Global Protect VPN.
- Protect Data from Ransomware through best practices such as backups, immutable storage, Early/Active detection, etc.
- Define in written procedures the role of application administrators.
- Restrict Local Users Administrative Permissions on PCs.
- Employ best practices for data protection using encryption, DLP, and other industry standard data practices.
- Create a model for Cloud, particularly IaaS and PaaS, systems which establishes a separation of duties between IT and functional users.
- Continue to roll out the Network Access Control (NAC) system.
- Provide institutional guidance through current best practices such as CISA guidelines.
2. Objective: Improve update management for applications and all operating system platforms
OIT Strategies
- Provide a current, stable, and secure computing environment ensuring timely patching and verification of patching.
- Transition from local to cloud based computer and mobile device management tools to allow more effective updates and device monitoring.
3. Objective: Continue the development of Security Information and Event Management processes

- Expand SIEM log collection, correlation, and analysis.
4. Objective: Perform GAP analysis and refine security framework policies

- Engage outside auditors to identify policies and procedures that require additional documentation, or missing processes.
Goal 4 - Continue to build a robust, highly available, and flexible infrastructure
1. Objective: Maintain and provide a robust, resilient, and reliable wired and wireless data network infrastructure
OIT Strategies
- Build out infrastructure redundancy including ISP redundancy in our internet circuits using best practices to optimize, enhance and maintain current and future network implementations.
- Maintain and upgrade network hardware and software to ensure scalability to meet current and future scholastic needs.
- Develop a virtual test/dev infrastructure environment to minimize impact to production systems.
2. Objective: Build a robust, scalable data center environment
OIT Strategies
- Develop cloud storage services.
- Maintain and provide a robust and reliable voice communications network infrastructure.
3. Objective: Maintain and enhance the network infrastructure to support the operations and ease of access to college resources

- Continue to provide and expand a ubiquitous secure wireless infrastructure in public areas, both indoors and outdoors, to meet the increasing demand for wireless access.
- Eliminate WAN/LAN bottlenecks to support intra/inter-campus communications and collaboration.
Goal 5 - Develop funding and budgeting to effectively manage a centralized Office of Information Technology
1. Objective: Develop a business management model for OIT

- Improve and maintain a sustainable funding model for centralized IT.
- Create a Business and Licensing Office for OIT.
- Update and maintain a comprehensive lifecycle management plan.
- Maintain OIT staffing by keeping compensation levels at 90% of industry.
2. Objective: Build an attractive environment to retain and recruit OIT staff
OIT Strategies
- Continue to develop plans and proposals for a new IT building.
- Leverage the career ladder system.
- Continue to provide professional development opportunities and tools including opportunities to learn skills pertaining to other job classes for the purpose of professional growth and opportunity.
Goal 6 – Ensure Business Continuity and Disaster Recovery
1. Objective: Make key communication systems available continuously

- Increase diversity and redundancy of ISP connectivity.
2. Objective: Prepare effectively to allow rapid business continuity in case of a disaster

- Refine and complete cross training and documentation.
- Continue and expand backups on cloud services.
- Make use of cloud technology for application deployment and services where it makes sense.
- Implement Cloud-based DR environment.
- Complete disaster recovery testing twice annually.
- Hybrid - Web Site in cloud.
- Leverage Cloud Storage for User Device Backup.
3. Objective: Migrate applications to the Cloud where they make sense
OIT Strategies
- Continue a preference to subscribe to SaaS applications.
- Implement a portal on robust, cloud technology based on enterprise standards for enterprise systems.
- Implement Identity Management on a cloud solution such as Azure AD and Ethos Identity.
- Implement cloud technology based Unified Communications (UCaaS) solution to simplify voice, chat, etc.
4. Objective: Increase Business Continuity maturity by improving application support
OIT Strategies
- Continue to maintain and expand all documentation in a standardized format to a Cloud solution so they are accessible through the Web.
- Refine the development to production implementation pipeline through documentation and process improvement.
- Improve minor system downtime reporting and follow-up.
